Neighborhood Economic Development Plan
Soulard CID recently issued a RFP seeking professionals to assist with a neighborhood economic development plan. The CID is excited to start work with St. Louis-based firm PGAV. The project’s goal is for the CID and PGAV to create a practical roadmap to guide economic growth and reinvestment across the Soulard and Kosciusko neighborhoods.
Clean Streets & Alleys
Soulard CID installed trash cans and dog bag dispensers throughout the District. The CID contracts with a trash service company to empty the cans and refill dispensers. In addition, the contractors - dressed in orange Soulard Clean Team shirts and vests - are tasked with picking up litter along neighborhood streets, sidewalks and alleyways.
Beautification & Parks
Soulard CID is working to refresh and repair Soulard’s parks and green spaces, including Pontiac Park and the 9th Street Triangle. The CID also continues to work with the City’s Forestry Division on neighborhood tree wells, removing lingering stumps and prepping empty wells for fall tree planting.
Traffic Calming
Soulard CID, in partnership with the City and SSBD, is working to calm neighborhood traffic and increase pedestrian safety. Speed humps have been installed throughout the District, with Phase 1 (12th Street) improvements scheduled.
Neighborhood Signage
“Historic Soulard” skyscraper banners now hang throughout Soulard. For 16 months, Soulard CID worked with Ten8 Design, Craftsmen Industries and the City of St. Louis on the concept, design, fabrication and installation of these banners as part of an effort to: brand and promote the historic and architectural heritage of Soulard; initiate the process of neighborhood placemaking for Soulard; and communicate the livability, social fabric and vibrancy of Soulard.
Recycling Events
Soulard CID holds recycling events for District residents, offering the free disposal of difficult to recycle items such as paper and electronics.
Historic Tour Scripting
Soulard CID recently issued a RFPs seeking professionals to assist with a historic tour scripting project. For historic tour scripting, the CID is excited to start work with John Cline and Robert Printz, both residents of Soulard.
CID Expansion
Soulard Community Improvement District expansion efforts were approved in March 2025, extending the District’s boundaries south, encompassing even more neighborhood blocks and businesses.
CID Priorities Survey
In summer 2021, Soulard CID conducted an online survey to get community feedback for the CID Board about how funds should be prioritized and spent.
